Hybrid organizational forms in public sector’s digital transformation: a technology enactment approach

Purpose The purpose of this paper is to examine how public sector organizations become nimbler while retaining their resilience during digital transformation. Design/methodology/approach study adopts a hermeneutic approach in conducting deep expert interviews with 22 senior executives and managers multiple organizations. method blends theory views transformation the context enterprise information management. Findings Drawing on technology enactment framework (TEF), research poses that organizational form critical technologies By extending TEF, authors claim are not pure bureaucratic or network transformation; instead, they need hybrid combination order support competing strategic needs for nimbleness simultaneously. four forms presented model (4R) allow networks bureaucracy coexist, though at different levels depending level resiliency required each point continuous journey.
